The Institute of Secretariat Training & Management (ISTM) is a multi-disciplinary organization specializing in capacity building, consultancy and research support particularly forthe Central Secretariat. It was   established in 1948 and iscommitted to the ideal of   'Efficiency and the Public Good'.ISTM’s main concern  is to help develop  the professional competence  of individual  officers of  not only  the CentralGovernment but also of the  State Governments, PublicSector Undertakings and Autonomous Bodies. ISTM   has been conducting foundationaland refresher courses every year besides sending its peripatetic teams to the States/UTs to fulfillits mandate. From the current year ISTM is alsoinvolved in implementationof CSS Cadre Training Plan which envisages organizing mid-career mandatory training programmes ........
